Variables dependend on JFFS2_BLOCKSIZE and NANDBLOCK_SIZE are used
for template generation, so need to be present before inclusion of
image.mk in target image Makefiles.
So move all declarations to before any includes.

HAMRADIO enabled in all generic configs, but no one platform directly
use related drivers/protocols. This symbol is only used for kmod-ax25
package modules. Furthermore, half of platforms explicitly disables
this symbol, what silently disables build of modules for kmod-ax25
package.
So disable HAMRADIO by-default in generic config, add it to kmod-ax25
package and remove it from platform specific configs.

opkg (and possible other tools) are currently broken as it requires
file locking support enabled in the kernel.
Without this results in a message like:
root@OpenWrt:/etc/config# opkg update
Collected errors:
* opkg_conf_load: Could not lock /var/lock/opkg.lock: Permission denied.
With this patch opkg is fully functional on this platform.

In order to support both normal images and initramfs, ensure that each
target sets KERNELNAME properly so that the generic kernel building code
can copy the corresponding files over $(KDIR) with the appropriate
extension. Update the various paths to the kernel and wrapper images
from $(LINUX_DIR)/arch/$(ARCH)/boot/$(foo) to $(KDIR)/$(foo).
