kernel-5.4: bump to 5.4.102 and refresh patches
5.4.102 backported a lot of stuff that our WireGuard backport already did, in addition to other patches we had, so those patches were removed from that part of the series. In the process other patches were refreshed or reworked to account for upstream changes. This commit involved `update_kernel.sh -v -u 5.4`. +Subject: [PATCH] net: ip_tunnel: add header_ops for layer 3 devices

+Some devices that take straight up layer 3 packets benefit from having a
+shared header_ops so that AF_PACKET sockets can inject packets that are
+recognized. This shared infrastructure will be used by other drivers
+that currently can't inject packets using AF_PACKET. It also exposes the
+parser function, as it is useful in standalone form too.
